McDonnell Keeps Rest Stop Promise

RICHMOND – Within three months, Virginia will reopen the welcome center and all of the highway rest stops that were closed last year, Gov. Bob McDonnell said Wednesday.

He issued that statement after the Commonwealth Transportation Board voted to reopen the 18 rest stops, as well as the West Manassas Welcome Center on Interstate 66, starting in February.

McDonnell’s predecessor, Gov. Tim Kaine, had closed the rest areas because of the state’s budget crisis. McDonnell had vowed through his campaign to reopen the rest areas within 90 days of taking office.

McDonnell said closing the facilities affected public safety, tourism and economic development.

“The darkened rest stops presented an image of Virginia ‘closed for business,’ ” he said. “They left truckers and families without safe and secure areas at which they could get a break from the road, increasing the potential for accidents.”

The Virginia Department of Transportation will use $3 million from its maintenance reserve fund to operate the now-shuttered facilities through the end of June, according to the plan approved Wednesday.

VDOT then will revise its budget to keep the rest areas open. The agency plans to develop an “Adopt a Rest Stop” program so that private contributions can defray the costs of operating the facilities. The annual cost of maintaining the rest stops is about $7.5 million.

“I fully understand that this is a tough budget. Significant spending cuts must be made,” McDonnell said.

“But they must be made with a comprehensive review of the ramifications of each decision on our citizens. I look forward to welcoming travelers to the first re-opened rest stop in February.”

McDonnell joined Transportation Secretary Sean Connaughton at Wednesday’s meeting of the Commonwealth Transportation Board, which oversees VDOT.
When all of the facilities are reopened, Virginia again will have 42 functioning state rest stops and welcome centers.

The closest rest area to the Historic Triangle is the New Kent stop. It was spared during closures.

I agree with Tiffany that getting fast foods and service stations at the rest stops would be convenient and income producing for VA as well.

You need to look at how much money tourism generates for the general fund. I think you will find that you need tourism a lot more than you think.

I think this is actually a sad reflection of Virginia's values. Our local school districts and state colleges are desperately hurting for funds, but let's make sure the rest stops are open! Really, is it that good for tourism? When I go to another state, I don't take into account whether or not they have enough rest stops. Are there that many people not visiting VA because we don't have enough rest stops? Again, I just can't see that this is more important than educating our children! If we're going to just shift monies around with no tax increase, then let's get serious about where we're putting our money!

Not to rain on the parade too much, but you folks should note that the money to reopen the rest areas in the short term is coming from road maintenance. So, Karen, actually there'll be less money to fix potholes.

I want to see the rest areas open too, but the Governor is just moving money around from one pot(hole) to another at the moment. Wait to see how he intends to fund things before getting excited.

Right now, the governor is robbing Peter to pay Paul.

Very glad to see there is still money in the VDOT budget. Opening the rest stops is vital to the health of travelers -business and tourists and Virginia residents. Is there any money left to repair the pot holes on main roads from Richmond to Virginia Beach?

What great news! Would be even better if companies like McDonald's and Exxon adopted the rest stops and turned them into more full service "Rest Houses" like what MD and NJ have. Sigh...wishful thinking. It's still great they'll open some back up regardless!
