Former Scout Leader Charged with Sex Crimes Against Children

A former Cub Scout leader from York County has been charged with more than 20 felony counts of carnal knowledge of a pair of juvenile girls.

Timothy Scott Cain, of the 100 block of Post Oak Road, was arrested at his home without incident Thursday. He is being held without bond at the Virginia Peninsula Regional Jail. A jailer there said a preliminary court hearing is scheduled for July 8.

York County Sheriff's Lt. Penny Diggs said the investigation was ongoing, and she anticipated additional charges.

Diggs described the 40-year-old Cain as a chief petty officer in the Navy, stationed at the Norfolk Naval Base. A call to the Navy's public affairs officer was not returned.

Diggs said the investigation so far gives no reason to believe any children supervised by Cain in scout troops are among his accusers.

Dick Collins, the chief executive with the Boy Scouts of America Colonial Virginia Council, said Cain had been a Cub Scout troop leader for about three years. Cain left that post, Collins said, on his own accord about three years ago.

Prior to becoming a troop leader Cain had to undergo the BSA's routine background check that protects children from victimization by known offenders. Collins said that check revealed nothing that would have prevented Cain's work with children. During Cain's leadership, "we were never informed of any problems or concerns," Collins said.

"Our prioritization is to protect the youth and provide quality programs for them. We're as concerned and shocked by the allegations out there," said Collins.

York began its investigation two days ago, Diggs said, after two accusers approached them. All the alleged crimes occurred in York County between 2006 and 2009. Some of the victims, she said, used to reside locally but have moved.
