Burckbuchler Proposes Restructure Of WJCC AdministrationBy Amber Lester Kennedy Thursday, October 21, 2010 Williamsburg-James City County Acting Superintendent Scott Burckbuchler released a proposal Tuesday that would restructure the administration. Under his plan, several currently separate offices would be folded into two main departments: Academic and Student Services and Administrative Services. The newly joined Academic and Student Services will be headed by an assistant superintendent, and will include elementary, secondary, specialized educational and multicultural services in a single department. Burckbuchler will continue to oversee operations, human resources and finance. In a press release, Burckbuchler said it was an attempt to “flatten” the organization and encourage “freer interdepartmental relationships.” “I believe this structure clearly delineates roles and responsibilities and moves management closer to the front line,” he said. “It focuses on organizational needs, most importantly teaching and learning, and makes accountability clear.” The proposed organizational chart says the changes will be effective on Jan. 1, 2011. The new assistant superintendent for Academic and Student Services will oversee a senior director for Elementary Services, a senior director for Secondary Services, a senior director for Specialized Educational Services and a senior director for Multicultural Services. They, in turn, will oversee the staff in their departments. Two positions are labeled as “reserved for future use” on the chart – the senior director for Secondary Services and the Assistant Superintendent for Administrative Services. For now, Burckbuchler will oversee Administrative Services in his capacity as acting superintendent; a new superintendent will be chosen in December. Spokesman Greg Davy was not available to comment on the reserved positions. This is the second time Burckbuchler has announced changes to the management structure. In May, he revamped the administration to be led by a superintendent, assistant superintendent and three senior directors for human resources, operations and finance. At that time, former Executive Director for Secondary Instruction and Staff Development Dianna Lindsay became the Assistant Superintendent for Academic Services, while Burckbuchler eliminated his own previous role as Assistant Superintendent of Finance. He has applied for the superintendent job; if he does not receive the position, he could possibly step into the new role of Assistant Superintendent for Administrative Services. Current Executive Director of Student Services Stephen Chantry submitted his resignation, effective Jan. 1, 2011, on Sept. 14. His job will be assumed by the new Assistant Superintendent for Academic and Student Services. |

He should have stood up for those kids and said, "The leadership of this district has let you down. If you want to go to any other school that is meeting the AYP, I will work for you to get that done." Instead he and the board came up with 2 of the most inconvenient choices for those students, specifically so that students would stay at DJ and the administration could save face. That is not leadership, that is covering your rear.

"City of Williamsburg Public Schools" has a nice ring to it.
It appears to me by your writings you have an issue with Dr. Burckbuchler. Is there any reason he should be listening exclusively to your email to him? And aren't you a retired teacher? So maybe you do have at least some bias in regards to matters here. Are you offended that he has a finance background?
I find it amusing that you live in the City of Williamsburg and are complaining about the financial background of Dr. Burckbuchler. The City makes a very small contribution to the school system, as a county resident I support what he is doing.
What was in that email you sent him? Maybe he understood it so well he recognized what your motives really are.
Scott Burkbuchler must remember he is ACTING not ANNOINTED superintendent. I am concerned he has become the DECIDER...when he should be the maintainer and supporter.
He appears to have assumed-appoint ment which seems to undermine the legally designed selection process of the Virginia School Board Association. Why the current School Board members are permitting him to run rough-shod without reining him in is a question asked across WJCC and the communities.
His 'changes' appear intended to benefit a few 'chosen' folk in the system and to assure his having a 'landing spot' when not selected to be Superintendent. Plus, his 'design' does not represent state-of-the-ar t approach to organization and leadership development. He hasn't flattened the organization. He has mashed and obfuscated the top-down structure to make it appear functional.
His myopic financial focus seems to preclude his understanding of the items presented in a recent email sent to him: There appears to be NO evidence of commitment to equal educational outcomes or equal employment outcome;, to racial, gender, disablity, LGBTQ equity AND justice.
Scott...don't just do something; STAND THERE!!! PLEASE!!!
