Project Done, Smooth Sailing on Route 199 in JCC

Virginia Department of Transportation crews have removed the last of construction barrels from a road project on Route 199 at Route 5 and Strawberry Plains Road in James City County.

The project, funded with $654,000 in federal stimulus dollars, began in July 2010 to relieve congestion at the well-traveled intersection. It was originally scheduled to be completed in October.

Crews widened and repaved the roadways to improve traffic flow for motorists making right turns off Route 199 onto both Route 5, and improved access to Route 199 from Strawberry Plains Road.

Motorists traveling east on Route 199 now have a separate right-turn lane onto Route 5 West. The Route 199 East traffic also has two left-turn lanes onto Strawberry Plains.

From Strawberry Plains there is a new right-turn lane and an acceleration lane onto Route 199 West, as well as two left turn lanes onto Route 199 East.  

The contractor, George Nice & Sons, Inc., worked with James City County and local police to coordinate lane closures and traffic shifts throughout the project.

Did the intersection consider people walking or riding their bikes? There is a Middle School nearby where children walk to school through this intersection. And with the price of gas; a bike is a great idea for a "small town".

I agree. I know there were delays because of weather and waiting for the effects of weather to go away (there are a lot of things they can't do if the ground is too wet), but what else caused delays? Were there missing permits? Problems with equipment breaking down? Problems with materials not arriving when they were supposed to?

I really don't think the planners are the dolts everyone accuses them of being. Its a "pay me now or pay me later" scenerio. And since extra lanes and such cost extra money which is usually not available, most of the time "pay me later" will win. So they build the best roads they can with the bucks available.

Still go back a handful of weeks ago and ask: when our roads and street interesections are originally designed, and built, why couldn't VDOT think way ahead and "see" what traffic will PROBABLY be like? Think, out and about our town and country, at the hundreds of thousands of $$$ spent over the past ten years redesigning something as simple as a turning lane?

If the lane closures and traffic shifts were coordinated I would hate to see a project where there was no coordination. Eastbound on 199 was a nightmare.
