'Random Encounter' Leads to Rape Charge

A West Point man is wanted in Williamsburg on a charge of statutory rape.

City police said they obtained a warrant for the arrest of Jeffery Ryan Luangratkhamkeo, who is described as a 20-year-old Asian. Luangratkhamkeo is also sought on a single count on each of the following charges: possession of marijuana, distribution of marijuana and contributing to the delinquency of a minor.

Police Major Greg Riley said the charges Luangratkhamkeo faces stem from allegations of a sexual assault of a minor that occurred April 18 in the 200 block of Merrimac Trail. The child is between 13 and 15, and met Luangratkhamkeo in what Riley called a "random encounter" several weeks ago, after which both maintained contact.

Riley said police were withholding the name and age of the victim to protect the child's identity.
