Quiet Pavement Installation to Begin on 199

Route 199 will be a guinea pig for quiet pavement asphalt overlays, which will be installed starting July 5.

Governor Bob McDonnell recently signed legislation directing the Virginia Department of Transportation (VDOT) to test out quiet-pavement technologies to see how well they perform over two winters in Virginia, and a potion of Route 199 was selected as one of the five test areas.

Route 199 was selected because it was already slated for repavement this summer, so it was an ideal candidate, according to a press release from VDOT. The new surfaces will include three quiet asphalt technologies and one conventional material (as the baseline comparison site). In addition to lower tire noise, these surfaces should improve surface drainage, reduce splash and spray, and improve visibility during wet weather.

Beginning on July 5 at 8 p.m., VDOT crews will work overnight to mill and pave Route 199, including closures of both east and west bound ramps as work proceeds through the project area.

The designated ramps will be closed during the nightly paving operations. Motorists should be alert in the work zone for detours. All paving operations will clear the roadway by 5 a.m. for morning commuters.

All ramp paving operations are scheduled for completion by August, 2011.

Specific dates for each ramp closure are not available because of weather and other unforeseen incidents; however, work crews will use the following ramp closure order beginning July 5:

Route 199 West off-ramp at Monticello Avenue

Route 199 West on-ramp at Monticello Avenue

Route 612 Longhill Road

I am puzzled. I remember like yesterday that 199 was newly constructed. Why was it scheduled, in the first place, for re-pavement already? The Last Word of the VA Gazette complains about potholes in Rt. 5 that VDOT does not seem to know how to repair. Would at least this route not be a better candidate?

Secondly, quiet pavement has already been tested sufficiently all over the world. What is the experiment exactly going to be about? Hopefully it is not at the level of how to fill pot holes (although I do understand that everyone needs to learn their skills somewhere).

VA (and its smaller localities) might want to consider exchange programs with other cities and countries in the world to learn from. These work quite well in Europe.

A wonderful idea, but consider: Are other states already using these new pavements and if so, and the enviormental factors are similar, why do we need to "reinvent the wheel"? For example, consider the number of years it took Virgina to simply adopt the renewable license plate.

Please remove the unnecessary and very unsightly Williamsburg Landing sound wall if this pavement works as planned.
