JCC Supes to Discuss Ordinance Update, Ways to Control Population Density

The James City County Board of Supervisors will discuss the first draft of various zoning ordinance changes and get a brief update on the Transfer of Development Rights feasibility study at their work session Tuesday.

County staff has been working on updating zoning ordinances for several months, and they are ready to share draft ordinances and guidelines for several development standards items with the board.

The board will discuss soundwalls, outdoor lighting, tree preservation, community character buffer treatments and parking lot landscaping, parking standards, private streets, sidewalks, timbering and floodplain ordinances.

The next step after the board has offered comments will be a revision process, followed by a review of the final documents in the next few months.

Part of staff work has focused on compiling cumulative impact data to help analyze all the various ways that developments can affect the county.

While there will not be any ordinance text associated with the data, staff has shared some objectives accomplished so far, including figuring out ways to simplify the process, examining fiscal impacts with the Director of Financial and Management Services, meeting with J4C representatives, and completing work on residential development in the Jamestown District.

Staff will likely have a draft report ready for review by the Policy Committee this fall for inclusion in the Planning Commission annual report.

Supervisors will also get a quick overview of the Transfer of Development Rights (TDR) feasibility study that’s underway. TDR programs are a way to transfer population density from areas that the county wants to protect to areas slated for higher densities.

Staff has been working with consultants to come up with recommendations regarding TDR. So far, staff has conducted background research and comparative analysis, held stakeholder interviews, hosted a public forum and worked on figuring out how a TDR program could fit with current county programs.

Work that still needs to get done includes finishing the market analysis, developing recommendations, and holding a work session with the board in the fall to discuss results.

The Board will meet for its work session at 4 p.m. Tuesday in Building F of the county government complex on Mounts Bay Road. They will meet at 7 p.m. in the same building for their regular meeting. View the agendas on the county website.

Is that much time and energy really saved by not typing 5 more letters when referring to our elected representatives?

These Supervisors have been duly elected to represent the citizens of James City County and some actually do

My point is not that of elitism, it actually is about the responsible leadership displayed in setting the appropriate tone of respect in civil discourse. With such behavior by the media, it comes as no surprise that certain members of the public and even certain elected representatives show no limits in their disregard and disrespect for manners, decency and respect of their fellow citizens and colleagues or that such appalling behavior often goes unreported, because it is so unfortunately common.

Calling our duly elected representatives “supes” is profanatory, not only to the office and it’s occupant, but also to the electorate these people represent.

Who’s next the Dels, Sens, Cons (no pun intended), Govs or Pres…

To agree or disagree with them is one thing. To show such deliberate and consistent disrespect of others something else entirely. Is it any wonder why so many in this community have no respect for others property and only consider their own self-interests before attacking others. What ever happened to civility and manners? Where is the respect or honesty in any of these stories? Is this “what democracy looks like”
