Tempers Flare at JCC Supes Meeting

The contentious relationship James City County supervisors Jim Kennedy and Jim Icenhour have had for years spilled over into the public realm at last Tuesday’s board meeting.

Kennedy and Icenhour have had a rocky relationship since Kennedy returned for a new term on the Board in 2008, and conflicts – which nearly always center on development and growth issues – have played out over the years in personal emails and in the press. Occasionally the two spar from the dais, but the bad blood led to more rancor than usual Tuesday evening when comments by Icenhour on the county’s proposed Economic Opportunity zone upset Kennedy enough that he directed pointed comments at Icenhour from the dais.

During the board’s closing comments on the issue before the vote, Icenhour accused the board’s Republican majority of being inconsistent with their support of property rights and fiscal conservatism, and argued the majority has been defending private interests over the public interest. He called for Republicans to be replaced, saying, “I think we can expect another 3-2 vote on this one. Our citizens have told us they don’t want this rural land developed in an EO zone but we haven’t listened. A local government that doesn’t listen to its citizens needs to be replaced.”

Kennedy was clearly upset by Icenhour’s comments, calling his statements a “campaign speech,” campaigning that he said after the meeting was on behalf of Icenhour’s fellow Democrat Supervisor John McGlennon.

Icenhour said at the meeting the planned Mooretown Road extension that will cut through the area targeted for the EO zone was planned specifically for the zone, which Kennedy called “an outright lie.”

Kennedy told Icenhour that, though he had criticized the board extensively, “I haven’t heard a solution to any of those problems from you in four years.”

Regarding Icenhour’s suggestion that Republicans didn’t care about property rights when it came to the EO zone but had made an issue of loss of property in other cases, Kennedy retorted that during the 2007 Ironbound Square redevelopment process, “you had no problem taking 300-foot buffers from people even though you faced a room full of people very much like this that opposed it… you elected to approve it.”

Kennedy also accused Icenhour of being a keystone of the politicking on the board for the last four years.

When asked Thursday if he felt his remarks were out of line, Kennedy said he did not. “I stated I was upset, and I addressed everything he and Mr. McGlennon mentioned that night” point by point, he said. “I don’t see how addressing accusations and allegations is wrong.”

He said he was just fed up with ongoing accusations from Icenhour.

When asked if she thought it would have been appropriate to gavel either of the men due to their comments Tuesday, Board Chairman Mary Jones said, “as Chairman I am not going to limit a Supervisor's ability to set the record straight.  If it had been necessary to use the gavel, I would have. It was not.”

Icenhour said Thursday that he did not feel his comments were out of line. He felt Kennedy’s comments were “over the top, a little out of line, but that’s what I’ve come to expect from Mr. Kennedy. I’ve developed a thick hide. This is not the first time he has addressed me directly from the dais.”

Icenhour cited the code of conduct and said he aimed to stay within it with his comments Tuesday, though Kennedy has argued on previous occasions that Icenhour hasn’t always behaved accordingly.

Though the two men rarely see eye to eye, they will have to continue to work with one another, at least for another several years. Kennedy is running unopposed in his district in this year’s election, and Icenhour’s term doesn’t expire until 2013.

Kennedy said Tuesday night he was disappointed in the board for its politicking. Icenhour agreed after the meeting, saying, “He was right in that instance. I don’t think that partisanship will let us work together.”

Hope for real Change
List some of your offenses...That ’d be a VERY long list indeed, however because of the offenses, it most likely would not be considered “civil discourse” by the editor if posted here…

The real story here is misrepresentati ons were called out, yet some defend that action with more distortions of reality...Bob and Margot confirm this with their false accusations below...and this makes sense how?

I am not aware of one instance of “bad blood” that did not involve constantly manipulating, misleading, misrepresenting , and blatant LIES! Again see Bob and Margot's comments

Here’s a much easier and much shorter list to have answered:
Please cite a single example of your claims that rises to the slightest level of the truth!?!

Just like their comrades, some here claim that everyone else is partisan, but they are the ones responsible for these multiple egregious offenses. Are you people incapable of the TRUTH? Or does it just get in your way?

Enough with the hyper-partisan temper tantrums…grow up, show some respect, offer some positive contribution and stop the lies!

Regardless of what "he said, he said"; the bottom line is stop seeking representations holding degrees in urban planning and development. A book is a book, the reality of building a community from the ground up is a business. The visionary has what it takes, as he or she knows how to operate a successful farm, turn the soil and crops by hand; and, who is going to purchase the goods. In return, he or she knows what and who is qualified to compliment the community stakeholders, and build the village to sustain itself. In essence, figure out how to get out of a chair and get filthy dirty, the local doctor can mend the wounds.

Patriot, please cite a single example of your claim that rises to the level of accepting money from developers and then voting to approve their required SUP. All three Supervisors up for election are guilty of this - Kennedy, Jones and Goodson.

Their vote went against professional opinion and public outcry and could not be a more significant and clear violation of the Code of Ethics (Public Trust). This is recall material in other states, but not here in Virginia.

I don't know that I agree that a 'make nice' attitude is the way to go. Sometimes the best thing is to have your differences out in public (as long as you stay south of violence). The pro-development faction of the supervisors have run rough-shod over the county the past few years. And we have generally an assortment of ugly or empty or ugly and empty shopping centers to show for it in the greater Williamsburg area.

It's time for a change.

Suggestion. Find common ground or shut up and get out. I am tired of the anger and vitriol CONSTANTLY spewing from those that chose to, 'serve'. I don't care about party lines, this garbage needs to be toned down so progress may be made. WISE UP. There is a fine line between holding someone accountable and calling them out. Often tact would dictate that this never sees the public realm, and I do suppose that the problem is when the argument is with someone who clearly is partisan the issue would be to somehow make the public aware of the bully mentality. Perhaps that is what we are seeing in this, perhaps not. If it is, great. PEOPLE THROW OUT THOSE in you party that do not seek to work together.

This childish public behavior is a diservice to James City County and all of its citizens. The offenders should be gavelled down and removed from office. Now more than ever, we need mature intelligence and discretion. Not playground bullying.
