Former JCC County Administrator Sandy Wanner.
Former James City County Administrator Sandy Wanner received the Distinguished Service Award from the International City/County Management Association this week for his contributions to the county.
The ICMA, which offers data, training and professional development services to thousands of local government officials, honored Wanner this week during its annual conference in Milwaukee. The award is presented to a manager who has retired from the profession and made an outstanding contribution to local government and the management profession.

Rather than focusing on longevity, the award recognizes a manager whose service in the community has been evaluated by his or her peers as strong or exceptional and who has made major contributions beyond direct service to local government, according to the ICCMA.

"My success was directly related to the opportunities the elected leadership gave me to develop the organization and enhance the community’s quality of life,” said Wanner, who served in the position from 1996 to 2010. From 1990 to 1996, Wanner was assistant county administrator.

The ICCMA cited many reasons Wanner received the honor, including the succession management program he created to ensure a smooth transition between seasoned staff who are retiring and the next generation of managers. The organization also noted that Wanner also ensured that all employees had career development action plans and opportunities to participate in other county workforce development initiatives.

Wanner also held many leadership positions with the Virginia Local Government Management Association and was involved with many community organizations.

In January 2009, the Virginia General Assembly passed a resolution commending Wanner for his outstanding service as county administrator, and in May 2009, Wanner received the College of William and Mary's Prentis Award for his civic service.
