W&M BOV Member Faces Drunk in Public Charge

College of William and Mary Board of Visitors member Laura Flippin, a 1992 graduate of the College, was charged with public intoxication on Stadium Drive early Friday morning.

Flippin, a lawyer from Northern Virginia who was in town attending the fall BOV meetings, was cited at 12:45 a.m. and charged with a Class 4 misdemeanor. She spent more than 12 hours at the Virginia Peninsula Regional jail.

Police were called to the 700 block of Scotland Street to aid a woman who had fallen; there, they found Flippin unsteady and bleeding. According to Williamsburg Police spokesman Maj. Greg Riley, the officer on the scene administered a preliminary breath test to Flippin, who registered a blood alcohol content of 0.253. The legal BAC limit for driving is 0.08, but to be cited for public intoxication, an individual must simply appear to be intoxicated.

“There was a strong odor of alcoholic beverage that was coming from her person, and her speech was slurred,” Riley said. “Medics were called to the scene, and she refused medics.”

According to Riley, police are required to take persons found to be intoxicated in public to a hospital or a jail. Because no local hospital has a detox center, Flippin was taken to jail, where she spent 12 hours before being released.

“She spent however long they determined was necessary for her to sober up,” Riley said.

BOV Rector Jeffrey B. Trammell expressed support for Flippin.

“I do want to say Laura is a devoted alumna of the College and a tireless member of the Board,” he said in a statement. “This is a legal matter, and that process must proceed accordingly. It would be inappropriate at this time to comment on the specifics of this unfortunate situation.”

Flippin did not return phone calls left Monday afternoon.

Flippin’s General District Court date is Oct. 17. State Senator Tommy Norment will be her lawyer.

With all the excessive drinking on the W&M campus, the BOV should at least set a good example. Although she demonstrated one of the least consequences of drunken behavior (jail),why should the board allow one of its members to be such a poor role model? She should be replaced.

The College Community, the Board of Visitors and Governor McDonnell have been embarrassed by her bad behavior. She will never be a good representative of the College. How can she ever be taken seriously as a member of the BOV? She should resign so the issue can go away. Otherwise, it will linger forever.

Ms. Flippin is a poor example of a leader and is a poor example of a W&M Alum. She should be replaced with another prestigious W&M alum: Michelle Bachman.

I have to laugh at all those who complain about the noise on a college campus. What did you think it would be like when you purchased your residence? Or did you live here BEFORE the college was built? You all must be related to those people that buy next to an airport and then complain about that noise.

she was representing the organization that governs the college and was there on official business -- we all make mistakes, but if we do so while serving in an offical capacity, we must expect to pay the price. The BOV should ask for her resignation if she doesnt' resign on her own

Yes we all make mistakes -- but if you're there and representing an organization such as the BOV, the governing Board of the college, you are serving in an official capacity --and how dare you blow off (intentionally or not) the last day of the meetings. Other Board members had no idea this had happened -- something's being swept under the rug

....that she was coming from a party at the Alumni House? I don't recall seeing that in any of the reporting. I assumed when I first read about this that she was coming from one of the delis - that's where most of the drunks emanate from around that area.

I think this is just another opportunity for the folks around College Terrace to complain about noise from the College. Just like they used to complain when St. Bede's parish was there. Here's an idea: don't like noise, move away from a 5,000+ person university. Last time I checked there are plenty of rural houses available in the region.

I personally don't use any alcohol or drugs and am not a proponent of using them, but it bugs me that there is so much understanding for the use of alcohol while people who smoke pot or use LSD get arrested and stigmatized.

Everyone, at some point in time in their lives, makes an incredible mistake. We are just lucky that what we did wasn't reported and made us feel worse that we already did.

The only thing Ms. Flippin needs is our empathy, our sympathy, our understanding and our support. She does NOT need to be abandoned by her alma mater, her friends or her family.
