JCC's Hicks Resigns from Development Management Role

James City County’s Manager of Development Management, Steven Hicks, has resigned.

Hicks started in the position in 2008. His job was to oversee the Code Compliance, Environmental, Planning and Zoning Divisions. According to County Administrator Robert Middaugh, Hicks resigned because he is “looking to pursue other career opportunities.”

Planning Director Allen Murphy will temporarily take over Hicks’ role, according to Middaugh. Hicks will be working for the next several months in a “consulting capacity,” Middaugh said, so he can still work with staff when needed on projects he had a hand in.

"We wish him well," Middaugh said.

According to the Chesterfield Observer, Hicks “backed out” of accepting a job as the Chesterfield County Deputy County Administrator in late summer 2010, after he had been selected for the position.

The Chesterfield Observer reported that Chesterfield County Administrator Jay Stegmaier said Hicks’ decision was a personal one, and that James City County “really wanted him to stay.”

Hicks served temporarily as the Acting Assistant County Administrator and has held positions as the Senior Assistant to the County Administrator and General Services Manager.

Hicks joined the County in 2004 as part of the County Administrator’s executive team to establish a General Services Department. He was responsible for establishing and overseeing capital improvements, energy management, transportation projects, facilities and grounds, fleet and equipment, recycling, solid waste, and the county’s streetlight program.

Before moving to James City County, Hicks worked for the Virginia Department of Transportation (VDOT) from 1993 through 2004 and held a variety of roles until being promoted to the Williamsburg Resident Administrator.

Before that, Hicks was the Assistant Resident VDOT Engineer in Amelia, Fairfax, and Petersburg.
