JCC Notebook: Supes to Meet, and Co-op Extension Meeting

jccnotebook2News in the county this week includes jam-packed agendas for the Board of Supervisors at its work session and its regular meeting, an upcoming Cooperative Extension expo and information on the Warhill dam removal.

Board of Supervisors Work Session

The county’s Board of Supervisors will meet Tuesday for a work session.

At the work session, the Board will discuss Dominion Power’s transmission line creation projects. Dominion needs to build new transmission lines to meet power needs expected by 2014 and to make sure there are fewer service interruptions.

The plan in the area is to create 38 miles of line along the Chickahominy-Skiffes Creek area, and a line along the Skiffes Creek-Whealton area. There will be public meetings about the projects advertised soon.

The Board will also continue to talk about the zoning ordinance update process. Look at the agenda for more details. The Board will meet at 4 p.m. Tuesday in Building F of the county government complex on Mounts Bay Road.

Board of Supervisors Regular Meeting

The Board will meet Tuesday to discuss creation of a tourism zone, a draft deferral policy, the Jamestown District Board vacancy and more.

The county’s Economic Development Director Russell Seymour suggested the idea to the board to create a tourism zone, which would offer tax incentives to tourism businesses looking to start or expand.

The proposed zone would use about a year’s worth of taxes from applying businesses that the county hasn’t yet collected to offer incentives to those that had made a capital investment of at least $350,000. The benefits would be extended over a five-year period.

The board wasn’t exactly clear at its last meeting about where all the funds for the program would come from or the criteria for businesses selected for the grant, and they also had questions about how the success of the program would be monitored. These questions will be addressed Tuesday.

The Board will also discuss the process for selecting its fifth member to fill the vacant Jamestown seat. The Board has received five applications and will decide how and when to interview applicants at their meeting. Read a story about the applicants here.

The Board will discuss a draft of a deferral policy to address applications that have several or very long deferrals. The issue arose most recently regarding a proposed mausoleum at St. Bede Catholic church that had been deferred for a long period. The Board will also hear an update on the mausoleum applicants’ efforts to reach out to the community. Read a story on the issue here.

Co-op Extension Showcase

The Virginia Cooperative Extension’s James City County office will host an extension showcase on January 26 from 8 to 10 a.m. at the James City/Williamsburg Community Center.

Virginia Cooperative Extension is a joint partnership among Virginia Polytechnic Institute and State University, Virginia State University, and James City County. Virginia Cooperative Extension provides research-based educational programs and services to help local residents address priority issues and concerns in the areas of agriculture, family and consumer sciences, 4-H youth development, and nutrition education.

The showcase will be a hands-on experience so people can learn more about horticulture, gardening, and water quality with James City Williamsburg Master Gardeners and the Turf Love program; Family and Consumer Sciences programs in financial management and parenting education; and 4-H programs in science, technology, engineering, and mathematics and character and leadership development.

Warhill Dam Removal

 

Work crews have begun draining the pond in preparation for the removal of dam on Warhill Trail at Warhill District Park.
In October 2011, the James City County Board of Supervisors approved the removal of the dam as a less expensive alternative when compared to improving the dam to meet state standards.
The project involves the installation of four 36-inch culverts under the road so that the road fill will act as a road crossing rather than a dam impoundment. The area currently underwater will revert to a forested wetland system similar to the downstream side of the road crossing.
The road will remain open during construction, but drivers will need to exercise caution when entering the park as occasional lane closures will be necessary. The project is expected to be completed in the spring.
