York Notebook: Joint Meeting with School Board, Mini Golf Request, Soccer Registration and More

yorknotebook2The York County Planning Commission will hear about proposals for an assisted living home and a miniature golf course; the Board of Supervisors will vote on a resolution that will allow the county to buy necessary computer software and to make needed improvements at Kings Villa Pump Station; it's time to register for youth soccer and the last day to register for the Republican presidential primary is fast approaching. Board of Supervisors, school board to meet
The Feb. 7 meeting of the Board of Supervisors will be a joint session with the York County School Board to discuss the school division’s budget gap. The group is expecting many parents and teachers to speak at the meeting; read about their concerns by clicking here.

The supervisors will also vote on a resolution that will allow the county to buy necessary computer software and to make needed improvements at Kings Villa Pump Station. They will also vote on a proposal to authorize an extension of the county’s sewer system to Ray’s Cove, a proposed development.

According to a memorandum, the current management software the County uses is now over 10 years old and its maintenance costs have increased. Also, the client software only runs on Windows XP and the County is in the process of transitioning to Windows 7, making software replacement a necessity.

The county selected a web-based system to replace the old software, which requires less maintenance. According to the memorandum, funds from the Vehicle Maintenance Fund will be purchase the software service on a state contract for $84,982.

A firm with the lowest bid to replace pumps, controls, associated piping, and standby generator at the Kings Villa Pump Station has been chosen. York County chose the lowest bidder out of five firms, TMC Repairs Inc., but the bid amount exceeded the funds budgeted for this project, according to the memorandum.

After negotiations, the two parties meet the county's budget, agreeing on a contract price of $606,000. According to the memorandum, funds from the Sewer Utility Fund will be used to complete the services.

The board will also be voting on a proposal to authorize an extension of the county’s sewer system to Ray’s Cove. According to the memorandum, to provide sanitary sewer service to the proposed development the developer will be required to install 346 feet of vacuum sewer force main to connect to existing County facilities.

Planning Commission
The Planning Commission will listen to two special use permit applications to decide if they will recommend the Board of Supervisors' approval.

The group will hear a request for a special use permit to authorize the redevelopment of the George Washington Inn — located off the south side of Merrimac Trail, about 550 feet east of its intersection with Second Street —for the establishment of a Senior Housing and  Assisted Living facility. According to a staff report, the senior housing facility will have up to 150 assisted living units, associated staff and support facilities, common areas, five guest suites, and an 8,000-square foot public banquet facility. According to the applicant’s floor plans, residential units would be a mix of studio and one-bedroom units.

“The housing element of the Comprehensive Plan notes the need for senior housing to accommodate the County’s aging population, and the proposed development would help to address this growing need,” according to the staff report.

To date, there are four completed senior housing facilities in the County, none of which offer assisted living: Colonial Harbor, Heritage Common, Verena at the Reserve and the Villas at Yorktown.

The group will also hear a request for a special use permit to authorize a miniature golf course on a 2.12-acre property located at 2950 Hampton Highway. The applicant is proposing three nine-hole courses on the parcel, located at the intersection of Hampton Highway and Gable Way, near the Shady Banks shopping center.

Registration for Presidential Primary
The last day to register to vote in the March 6 Republican Presidential Primary is Monday, Feb. 13.

All York County polling places will be open from 6 a.m. to 7 p.m. on March 6. A list of candidates is available at www.yorkcounty.gov/voting. Sample ballots are also available.

Registered voters who need to change their address may do so by completing, signing and submitting a voter registration application or their voter card. The deadline to change registration information is also Feb. 13.

Absentee voting is available for those who will be out of their precinct on March 6, those who are unable to go to their polling place because of an illness or disability, and those who otherwise qualify to vote an absentee ballot.

The deadline to apply to vote absentee by mail, email, or fax is 5 p.m. on Feb. 28. The deadline to apply to vote absentee in person is 5 p.m. on March 3.

Unofficial statewide election results – including York County election results – will be available at www.sbe.virginia.gov as they are reported after the polls close March 6.

Adult Softball Registration

Adult Men’s and Coed Softball Program registration will begin for returning teams on Feb. 6 at 8:15 a.m. New teams may begin registering at the same time on Feb. 13.

All registration will end on Feb. 24 at 5 p.m. Registration may close prior to Feb. 24 if a league limit is reached.

Leagues will consist of Men’s East, Men’s West, Co-ed Church and Co-ed Industrial. The Men’s West Division will play double-header games on Monday evenings. The Men’s East Division will play double-header games Tuesday evenings. Co-ed Church and Industrial Divisions will play double-header games Friday evenings.

Adult Spring 2012 league fees are $450 per team. Registration is taken in person only at the Parks and Recreation Office, 100 County Drive, just off Goodwin Neck Road in the Grafton area.

This program is open to residents and non-residents. Interested individuals not affiliated with a team can be placed on the “pool list.” For more information visit www.yorkcounty.gov/parksandrec.

Youth Soccer Registration
York County Parks and Recreation will accept registration for Spring Youth Soccer beginning Feb. 6 until Feb. 24 on weekdays from 8:15 a.m. until 5 p.m.
Spring Soccer brochures will be available in the public schools, the public libraries, the York County website and the Parks & Recreation office.

Registration will also be taken at the Tabb Library on Feb. 22, from 4 until 7 p.m. The fee is $35 for the first child and $30 for each additional child per family.

Leagues include coed and girls from grades kindergarten through 12th. League play begins on March 17. For additional information, go to www.yorkcounty.gov/parksandrec.
